This is the question of the day. The National Safety Council is saying that it will while the cell phone industry maintains that education will offer better prevention than legislation.
The Kentucky legislature has two bills pending that would ban the use of hand-held devices while driving and ban the use of any communication device by anyone under the age of 18 while driving.
The
two sides of the coin are the NSC maintains that talking on the phone while driving promotes a dangerous level of distraction and is the cause of many accidents. The other side is the cell phone industry maintains that there are many activities that are potential driving distractions. Eating, adjusting various controls in the car, reaching for objects and other passengers can take a persons attention away from the task of driving. According to the cell phone industry educating the public on safe cell phone usage would be more beneficial.

auto accidents where the person responsible was on the phone and not paying attention.
